Project Purpose
As part of its implementation of the Northeast Neighborhood Plan, the City of South Bend will be making streetscape improvements to Notre Dame Avenue, South Bend Avenue, and Hill Street to encourage investment, promote safety, calm traffic, and expand the active transportation network. A high-quality pedestrian/bicyclist route will be created between downtown South Bend and the University of Notre Dame.
Project Scope
The planned scope is as follows:
Notre Dame Avenue (Angela Boulevard to South Bend Avenue)
Replacement of curbs, sidewalks, driveway approaches (primarily on east side of street)
Water main replacement
Storm sewer installation (sewer separation)
Street pavement reconstruction
Raised intersections with corner pedestrian safety bumpouts at selected locations
Protected bike lanes (2-way cycletrack) with raised crossings on east side of street
Pedestrian-scale ornamental lighting
Street trees
Enhanced landscaping at key corners
South Bend Avenue (Notre Dame Avenue to Hill Street)
Replacement of curbs, sidewalks, driveway approaches

Realignment of South Bend Avenue-Hill Street intersection
Shared-use trail with raised crossings on north side of street
Pedestrian-scale ornamental lighting

Hill Street (South Bend Avenue to LaSalle Avenue)
Replacement of curbs, sidewalks, driveway approaches (primarily on west side of street)
Water main replacement
Storm sewer installation (sewer separation)

Project Schedule
Construction is anticipated to begin in April/May 2024, with substantial completion of the work occurring by Fall.
Property Access
The project streets will be closed to through traffic during construction. To the greatest practical degree, local access to properties will be maintained throughout the project. Use of driveway approaches will be restricted during removal, installation, and the curing period after installation. Every effort will be made to minimize interruption to property access for residents, customers, employees, and deliveries.
